The Bureau’s evaluation noted the witness’s professional background, the clarity of the photographic evidence, and the object’s flight characteristics as factors that prevented a conventional explanation. These files were originally classified at a higher level and were only declassified in the 2026 PURSUE release.
Incident Summaries 38-143685
The 38-143685 Box series contains 233 incident summaries spanning from 1947 to 1954, representing the most comprehensive single compilation of UFO reports in the FBI collection. These summaries were prepared by Bureau clerks who consolidated field reports, newspaper accounts, and military correspondence into standardized formats.
Key patterns documented in these summaries include:
- Geographic clustering: A disproportionate number of high-credibility reports originated near military installations, nuclear facilities, and defense research centers
- Temporal patterns: Significant spikes in reports during 1947, 1950, and 1952, corresponding to periods of heightened Cold War tension

File 255-413270, titled “UFO’s and Defense: What Should We Prepare For?” (1968), represents one of the few strategic assessments in the collection. Prepared at the request of the Bureau’s Domestic Intelligence Division, this document evaluates potential defense implications of the UFO phenomenon and recommends:
- Continued monitoring of UFO reports as an intelligence collection priority

The 2026 PURSUE release marks the first time the complete 62-HQ-83894 case file has been made available to the public in its entirety, including the previously classified Section 10 closure documentation and the post-1968 September 2023 serial files.
